The games takes place in a huge skyscraper in New York City, which is referred to in the game as "the place of power". The interior of the oldest building is much larger than its exterior, a vast, ever-changing supernatural realm that defies the laws of space-time. Control contains a large world map that can be explored at a non-linear pace, unlike Remedy's previous titles which were primarily linear. As the player unlocks new abilities and wills throughout the game, new areas of the oldest house can be explored and various side quests can be opened. Certain areas known as checkpoints can be used to quickly travel throughout the building after being cleared of enemies. A new A.I. system known as Encounter Director controls interactions with enemies based on the player's level and location in the oldest house. The enemies in control are mostly human FBC agents owned by Hiss, an alien force. They range from normal humans carrying firearms to heavily mutated variations that possess a variety of superpowers. Some of Jesse's abilities allow her to temporarily take control of the minds of enemies, turning them into her allies and allowing them to be used to the player's advantage.
